1. Acceptance of Terms
1.1. These Terms of Service (“Terms”) govern your access to the Velnari VPN mobile application and your use of the VPN service provided by Money Surveys Research Holdings LLC (“Velnari VPN”, “we”, “us”, or “our”).
1.2. By installing, launching, or using the application, you confirm that you have read, understood, and agree to be bound by these Terms and our Privacy Policy.
1.3. On first launch, the application asks you to accept these Terms. If you do not agree, do not use the application and close it.
1.4. We may update these Terms from time to time. The current version is always available at https://velnari.net/terms.html. Your continued use after changes are published constitutes acceptance of the updated Terms. For material changes, the application may ask you to accept the Terms again.
2. Description of the Service
2.1. Velnari VPN is a free virtual private network (VPN) service for Android devices.
2.2. The application allows you to:
- retrieve a list of available VPN servers;
- select a server by country and city;
- establish an encrypted VPN connection;
- view statistics for the current session (duration, downloaded and uploaded data);
- use Kill Switch (automatic reconnection if the VPN drops) and Auto-connect (connect to the last server when the app opens).
2.3. Servers are located in various countries. The current list of available locations is shown in the application and may change without prior notice.
2.4. The service is provided free of charge. No account registration, subscription, or in-app payment is required.
3. Requirements for Use
3.1. You must be at least 18 years old. By using the service, you confirm that you meet this age requirement.
3.2. You are solely responsible for ensuring that use of a VPN is permitted in your jurisdiction and does not violate local laws, your provider’s rules, or your employer’s or school’s policies.
3.3. The application requires Android VPN service permission to operate. Without it, connection is not possible. The app also uses permissions for network access, background operation, and displaying notifications about VPN connection status.
3.4. You are responsible for the security of your device, operating system, and the network through which you connect.
4. Permitted Use
4.1. The service is intended for lawful protection of privacy and security of your internet connection, including on public Wi‑Fi networks.
4.2. You agree to use Velnari VPN only for lawful purposes and in good faith.
5. Prohibited Use
When using the service, you must not:
- 5.1. engage in any unlawful activity, including but not limited to fraud, data theft, unauthorized access to systems, distribution of malware, spam, phishing, or DDoS attacks;
- 5.2. infringe the intellectual property rights of third parties;
- 5.3. distribute content prohibited by applicable law;
- 5.4. attempt to hack, test vulnerabilities, overload, or otherwise interfere with Velnari VPN infrastructure without our written permission;
- 5.5. resell, sublicense, or provide access to the service to third parties for commercial purposes without our consent;
- 5.6. reverse engineer, decompile, or modify the application, except where expressly permitted by law;
- 5.7. use the service in a way that may harm other users or network stability.
6. Service Limitations
6.1. Velnari VPN does not guarantee:
- continuous availability of all servers;
- a specific connection speed;
- access to any particular website or service;
- complete anonymity — your online behavior also depends on your actions, device settings, and third-party services.
6.2. We may change, add, or remove servers and locations, or temporarily suspend the service for maintenance, updates, or other operational reasons.
6.3. Some websites and services may block or restrict traffic from VPN networks. We are not responsible for such restrictions.
6.4. The application does not provide per-app routing (per-app VPN). When the VPN is active, all device traffic configured for the tunnel passes through the VPN in accordance with Android settings.
7. Privacy
7.1. Data processing is described in our Privacy Policy, which forms an integral part of these Terms.
7.2. In brief: the application does not require registration; settings and data about your last session are stored locally on your device. For details, see the Privacy Policy.
8. Intellectual Property
8.1. The Velnari VPN application, its design, name, logos, and related materials are owned by Money Surveys Research Holdings LLC or its licensors (© VelnariVPN 2026), unless otherwise stated.
8.2. You are granted a limited, non-exclusive, non-transferable, revocable license to install and use the application for personal, non-commercial purposes in accordance with these Terms.
8.3. Open-source software from third parties is used under the terms of the applicable licenses.
9. Disclaimer of Warranties
9.1. The service is provided on an “as is” and “as available” basis.
9.2. To the maximum extent permitted by law, we disclaim all express and implied warranties, including warranties of fitness for a particular purpose, uninterrupted operation, and error-free performance.
9.3. You use the VPN at your own risk.
10. Limitation of Liability
10.1. To the maximum extent permitted by law, Money Surveys Research Holdings LLC and its officers, employees, and affiliates shall not be liable for:
- indirect, incidental, special, or consequential damages;
- loss of data, profits, reputation, or business opportunities;
- actions of third parties, providers, websites, or services;
- interruptions caused by network, hardware, operating system, or force majeure.
10.2. Because the service is provided free of charge, our aggregate liability for any claims relating to the service is limited to zero (USD $0), unless mandatory provisions of applicable law require otherwise.
11. Indemnification
11.1. You agree to indemnify and hold harmless Money Surveys Research Holdings LLC from claims, damages, and expenses (including reasonable legal fees) arising from your violation of these Terms or applicable law.
12. Suspension and Termination
12.1. We may suspend or terminate your access to the service (in whole or in part) without prior notice if:
- you violate these Terms;
- your use creates a risk to the service or other users;
- required by law or a competent authority.
12.2. You may stop using the service at any time by uninstalling the application from your device.
13. Links and Third-Party Resources
13.1. The application and website may contain links to third-party resources. We do not control and are not responsible for their content or policies.
13.2. Terms of use of third-party services (including Google Play, if the application is published there) apply in addition to these Terms.
14. Changes to the Service
14.1. We may update the application, change functionality, or add or remove servers. We will inform you of material changes through the application, the website, or other reasonable means.
15. Governing Law and Disputes
15.1. These Terms are governed by the laws of the State of Colorado, United States, without regard to conflict-of-law principles.
15.2. Disputes arising from or relating to these Terms shall be subject to the courts of the State of Colorado or federal courts located in Colorado, unless mandatory consumer protection laws in your country of residence provide otherwise (including for users in the European Union).
16. General Provisions
16.1. If any provision of these Terms is held invalid, the remaining provisions remain in effect.
16.2. Our failure to enforce any right does not constitute a waiver of that right.
16.3. These Terms constitute the entire agreement between you and Money Surveys Research Holdings LLC regarding use of the service.
